Polskie Sieci Elektroenergetyczne Operator S.A. and PGE Elektrownia Opole SA have signed an agreement providing for the connection of two new power generation units at the Opole Power Plant to the national electricity power system.
Under this agreement, the Transmission System Operator undertakes to perform the necessary investments ensuring the evacuation of power from the new generation sources.
The signing of the agreement took place at the headquarters of Polskie Sieci Elektroenergetyczne Operator S.A. (PSE Operator S.A.) in Konstancin-Jeziorna near Warsaw. On behalf of PSE Operator S.A. the document was signed by Stefania Kasprzyk – Management Board President and Waldemar Skomudek – Management Board Vice President for Investment Affairs. PGE Elektrownia Opole S.A. was represented by Mirosław Skowron – Management Board President and Dariusz Caus – Management Board Member.
Pursuant to the provisions of the agreement, PSE Operator S.A. undertakes to extend the existing 400 kV distribution substation at the Dobrzeń station with new unit and feeder bays. Additionally, by 2015 the Transmission System Operator will have built a two-circuit 400 kV line from Dobrzeń to Pasikurowice (circuit one) and from Dobrzeń to Wrocław (circuit two). The construction of this line is a necessary condition for the full evacuation of power from the new units in the Opole Power Plant. Construction works are to start in 2011.
"Increasing the generation capacity of the Opole Power Plant and the construction of the Dobrzeń – Wrocław, Dobrzeń – Pasikurowice line will be of key importance for the improvement of energy security in the western part of the country. New local power generation sources will further ensure the stability of the power supply in the Opolskie Province, simultaneously reducing the threat of power failures in Wrocław and the Lower Silesian Province. Investors interested in the building of advanced technology production facilities in the vicinity of this line will have the additional benefit of a direct connection to a highly reliable source of power," said Mr Waldemar Skomudek.
"The signed agreement is another significant component of our investment plan. Having secured the evacuation of new capacities, we can concentrate now on finalising the tendering procedure and intensifying pre-investment activities. Irrespective of its obligations under this agreement, PSE Operator S.A. is already involved in investment activities aimed at the distribution of power in the territory of the Dolnośląskie Province. The construction of the 400 kV + 110 kV Pasikurowice – Wrocław line and the 400 kV + 110 kV Świebodzice – Wrocław line is underway; this investment process is to be completed by the end of 2011. After 2015 PSE Operator S.A. will start work on the extension of the national electricity power system in the Opolskie Province. In that province, the voltage of the Groszowice – Ząbkowice and Groszowice – Blachownia lines will be changed from 220 kV to 400 kV.
