“Providing Technical Advisor (Owner’s Engineer) services to support PGE EJ 1 Sp. z o.o.’s first Polish Nuclear Power Plant development programme with an installed capacity of approximately 3000 MWe” and “Site characterisation and licensing/permitting services for the PGE EJ 1 Sp. z o.o.’s first Polish nuclear power plant development programme with an installed capacity of approximately 3000 MWe”.

The above mentioned public contract awards have been launched by PGE EJ 1 Sp. z o.o. in accordance with the official investment execution schedule – for the construction of the first two nuclear power plants in Poland, with a total installed capacity of approximately 6000 MWe, each one approximately 3000 MWe. The contract notices were published in the Official Journal of the European Union on 5 February, 2011.

The objective of the first contract is to provide Technical Advisor (Owner’s Engineer) services to support the investment process. The estimated value of the contract is PLN 1,250,000,000.00 (for a 10 year period).

Based on the contract, the Economic Operator will be obliged to provide services in the following areas:
- Preparation and execution of the investment, providing appropriate staff, knowledge and management systems.
- Licensing and permitting activities.
- Safety and quality programme development and implementation.
- Support for an ongoing NPP vendor selection and contracting process.
- Oversight of the Vendors and their work.
- Contract administration of the Vendors.
- Preparation of plans necessary for NPP testing, commissioning, start-up and turnover.
- Construction of necessary site infrastructure.
- Overall Process management.

The objective of the second contract is to provide environmental analyses, site characterisation and the licensing/permitting services necessary for the investment process.

The estimated value of the contract is PLN 120,000,000.00.

The scope of work within the second contract includes: the preparation of an Environmental impact assessment report, aimed at assessing the potential impact of the nuclear power plant on the surrounding area, including the impact on the environment and living conditions of the local communities.

The EIA Report will exhaust the range of environmental data needed to obtain authorisation for a construction permit and licence from the regulatory authorities.

The scope of work within the second contract also includes: preparation of the investigation programme and project, a specification of the investigations, the provision of the management of the investigations and obtaining necessary permits for the investigations, testing and measurements, data collection and analysis, and the development of any appropriate reports, inputs to licence applications and any licence applications in order to evaluate and characterise the designated site for constructing the NPP.

Site characterisation activities will be performed on a site as specified by PGE EJ 1 Sp. z o.o. Those activities will include the possibility to build each of the nuclear reactor technology options under consideration.
